There are several locations depending on the size.
Parts of Milne Bay are renowed for ship building and repair. The only one that I know of that has a web site is located in Fairfax Harbour (harbor) in Port Moresby. Take a look at the web site for more information.

In towns the speed limit is 60 kilometres per hour (KPH) (about 37 Miles per hour) and 80 KPH (about 50 miles per hour) outside the cities.

- driving licence?
There are several classes of driving licences available in PNG. The Class 1 licence allows a person to drive a normal sedan / utility vehicle. There are other licences for bigger vehicles and motorcycles. The equivalent licence will usually be accepted in PNG and it is possible to get a PNG licence by producing your overseas licence.
If it is in a foreign language it would need to be translated into English.

The Club, formed on the 2nd of June 1921, was granted the "Royal" title in 1977.

- What is a typical car to buy in PNG?
No such critter. Most of the roads around the country are in poor conditions so a large number of people opt for a four wheeel drive but there are still large numbers of sedan type vehicles on the road especially since it is possible to import one secondhand from Japan and / or Singapore.
If you are thinking of coming to PNG then it is a good idea to observe the types of vehicles available and the condition of the roads before making up your mind what type of vehicle to buy.

The (British New Guinea) BNG Trading company, established in 1924, imported the first vehicle, a Willys Overland.
