Ian died on Tuesday the 24th of August, 2004, on the Gold Coast, Australia aged 89. Downs is remembered as the principal facilitator of the contruction of the Highlands Highway – linking the Highlands, Lae and Madang - as well as being a powerful influence in the founding of PNG’s great coffee industry.

He designed the PNG National crest (PNG Coat of Arms) and was largely instrumental in the final design of the PNG flag.
He came to PNG in 1962 to briefly see his sister Lexy (Burns) but instead he joined the Department of Information and Extension Services (DIES) as senior illustrator.
He has an Order of Australia Medal (2004) and has recently been awarded an Officer in the Order of Logohu. (PNG Awards - 2008)
