Interesting question. Here is the answer I received from Ian Brooks
RPNGC is considered as a Disciplined Force rather than an armed force. This was attested to by Pope John who was willing to inspect the Police Band during his visits as they were not associated with an "armed force", the Pope will not inspect a guard of honor provided by an armed force. Under the constitution the PNGDF holds the responsibility for national defence whilst RPNGC has responsibility for law and order. The mobile squads whilst para military in make up are not military or army units.
Solomon Islands is a rather unique setup as they do not have a military and therefore the Police fulfill the national defence role.

- What is the meaning of the PNG Flag?
Black, red and yellow are traditional colors which are found in Papua New Guinean art and clothing. The yellow bird, a stylized bird of paradise, is culturally significant to Papua New Guineans and in full flight it represents freedom and the country's birth as an independent nation. The five stars symbolize the constellation the Southern Cross, representing the stars Alpha, Beta, Gamma, Delta and Epsilon, which is smaller because it doesn't shine as brightly as the other stars. The Southern Cross represents the country's geographical position in the world and its link to Australia, which also incorporates the Southern Cross on its flag.

The flag of PNG consists of two diagonal triangular sections - the left section is black and the right section is red. Five, five-pointed, white stars representing the Southern Cross are in the black portion of the flag; while a yellow bird of paradise is in the red section.

Rainfall varies tremendously - Port Moresby may experience an annual rainfall of 39 inches while Lae has over 176 inches. In some areas, such as West New Britain, annual rainfall can exceed 20 feet per year.

Casual wear is acceptable for most occasions except that slippers and shorts are not accepted dress in some bars and restaurants. L ightweight clothing is suitable for the coastal areas but a sweater or jacket may be needed in the cooler Highland areas.
Skimpy clothing is not recommended.

- What is the climate / weather like in PNG?
The climate in Papua New Guinea is tropical and pleasant. You will experience two distinct types of climate in PNG.
The first is in the lowland and coastal areas being hot and having a temperature range of 24-35 degrees C (75-95 F) with high humidity. The second is the highlands regions being cooler, having a temperature range of 12-28 degrees (54-82F) and with less humidity.

Yes it is a legal requirement. The police can and will take you to the police station if you can not produce your drivers licence.

There is a K30.00 tax when departing the country which is included in your airline ticket. There is also a K60.00 facilities charges tax imposed by the Civil Aviation Authority. This is collected at the time you buy your ticket and is included in the airfare calculations.

The majority of goods imported into the country are subject to customs duty however since the introduction of GST the applicable rate of duty has been zero percent in most instances. (GST is payable). Higher duty is usually levied on items which can be produced locally in PNG and items which are considered luxury items. If you want to import anything then please contact customs agents familiar with PNG for information.

Tabubil Health Centre has a 24-bed hospital, 10-bed isolation unit and outpatients department. The centre treats more than 12,000 patients a month. Services cover general medicine, surgery, obstetrics, maternal and child health clinics, family planning, cervical cancer testing, dental laboratory, x-ray, occupational health, and community and public health.
